††††††††††† As Judge Conner was not present at the meeting Ms. Lewis called the meeting to order and presided over the meeting.The minutes for the February 5, 2010 meeting were approved as presented, motion made by Mr. Wilder and seconded by Mr. Walker.


††††††††††† Mr. Ferguson made a motion to correct previous minutes to delete what was potentially private and privileged information contained in the minutes.The information is not material to the matters that came before the Board or material to the Law Library.Mr. Walker seconded the motion.The motion was carried unanimously.

††††††††††† III.†††††† FINANCIAL STATEMENTS:

††††††††††† The final financial reports for January 2010 and the tentative report for February 2010 were unanimously approved as presented, motion made by Mr. Wilder and seconded by Mr. Ferguson.

††††††††††† IV.†††††† RESERVE FUND:

††††††††††† Ms. Lewis apologized for not having the information available from the county financial advisors.Mr. Wilder stated that he had done some research amongst nine nonprofit organizations in adult literacy.He reported that most of them like to keep a six to nine month cushion.Ms. Lewis reported that the county advises that a five percent reserve be maintained.Mr. Ferguson suggested that perhaps the reserve should be figured on the income instead of the expenditures and suggested a six month reserve in case the Libraryís funding sources were to be discontinued by the legislature.He also suggested that perhaps a capital budget should be established as well.

††††††††††† Further discussion was had in this matter and Mr. Walker made a motion to defer the discussion to the next meeting.Mr. Wilder seconded the motion and it was carried unanimously.

††††††††††† V.††††††† STATISTICS:

††††††††††† Ms. Everlove reported that it appears that the figures are going back up.We are not back where we were last February but it does appear that they are going back up.People appear to be finding the new space.

††††††††††† VI:††††† AFTER-HOURS ACCESS CARDS:

††††††††††† Discussion was had concerning the issuance of the after-hours cards.Ms. Everlove reported that court security had informed her that the cost may be as high as $30.00 per card.†† Lt. Hardie did not have a time frame for Ms. Everlove.††

††††††††††† Mr. Walker asked if Judge Conner had sent the letter of thanks to the Sheriff yet.Ms. Atkinson stated that he had not, but that she would make sure that the letter went out the next week.Mr. Walker suggested that perhaps it would help if a copy was sent to Lt. Hardie as well.Ms. Atkinson stated that she would ask Judge Conner to speak to Lt. Hardie concerning this matter.


††††††††††† Ms. Everlove reported that the computers have not been ordered yet, but there is a meeting next week and the computers should be ordered then.Additionally the pieces and parts for the SmartBoard are being ordered.

††††††††††† VIII:†† A.E.D.:

††††††††††† Mr. Ferguson reported that he had not researched the A.E.D.s so he will have it for the next meeting.


††††††††††† Mr. Walker and Ms. Everlove are working with the City to secure a parking space for the Law Library Staff.

††††††††††† X:††††††† MISCELLANEOUS:

††††††††††† Mr. Walker reported that Norm Paxton and Robert Brammer were present at the Farmerís Market this past Saturday handing out literature to the public.

††††††††††† Mr. Walker complimented Mr. Ferguson on his representation of the Port St. Lucie Bar Association on this Board.

††††††††††† Mr. Wilder stated that his information on the website is incorrect and asked that his information be updated.

††††††††††† Mr. Walker asked that the links be updated to include Google Scholar.

††††††††††† Mr. Ferguson inquired about feedback concerning FastCase at the St. Lucie West Branch.Ms. Everlove reported that we still have WestLaw at the St. Lucie West Branch since it has not been disconnected so FastCase has not yet been purchased.
